Subject: Canada-Wide Early Learning and Child Care Agreement between the Province of Ontario and the Government of Canada
Vanier Co-operative Childcare Centre has applied to the City of Ottawa’s Children’s Services to be enrolled in the Canada-wide Early Learning and Child Care (CWELCC) System between the Province of Ontario and the Government of Canada. As a non-profit, licensed childcare centre, the Board and staff believe that child care provides a strong foundation for early childhood development and wellbeing of children while parents work /attend school. Vanier Co-op is committed to providing child care services that meet the needs of the Vanier community, its children and their families. (NOTE: Original deadline for submission of CWELCC was September 1st which has been extended by the Ministry of Education until November 1st, 2022.) Vanier Co-operative has submitted its CWELCC application, was confirmed and approved September 28, 2022.
Participating in the CWELCC System will help Vanier Co-operative continue to provide high quality child care that is accessible, affordable, inclusive, and sustainable for its community members. As the City of Ottawa’s Children’s Service CMSS approved the application, the Board of Directors signed a legally tendered a new Contribution Agreement. By doing so, the centre’s child care base fees is now reduced by 25% and issued retro-activate rebates and/or credits dated from April 1st, 2022 until December 31, 2022 to its enrolled families.
Moving forward from October 1st, 20222 Fee Reductions:

| Preschool Per Diem | Current Rate/Month:$1022.23 | 25% Reduction: $255.56 = $766.68 |
| Kindergarten Per Diem (4 & 5 year olds) | Current Rate/Month: $920.00 | 25% Reduction:$200.00 = $690.00 |
The Ontario child care fee subsidy program will also continue to be available for eligible families. Vanier Co-operative extends thank all parents for parent membership patience as we have worked in partnership with the Province of Ontario, the City of Ottawa & VCSAP Board of DIrectors through a new, phased approached and evolving process required for reducing child care fees.
As of December 31, 2022, 2023 Fee Reductions are increased an additional 37%.
