Canada-wide Early Learning & Child Care Agreement/Plan

Subject: Canada-Wide Early Learning and Child Care Agreement between the Province of Ontario and the Government of Canada

The Board of Directors are pleased to share that the Vanier Co-operative Childcare Centre has applied to the City of Ottawa’s Children’s Services to be enrolled in the Canada-wide Early Learning and Child Care (CWELCC) System between the Province of Ontario and the Government of Canada. As a non-profit, licensed childcare centre, we believe that child care provides a strong foundation for early childhood development and wellbeing of children while parents work /attend school. Vanier Co-op is committed to providing child care services that meet the needs of our community’s children and families. (NOTE: Original deadline for submission of CWELCC was September 1st which has been extended by the Ministry of Education until November 1st, 2022.) Vanier Co-operative has submitted its CWELCC application on August 26, 2022 and awaits next steps.

Participating in the CWELCC System will help Vanier Co-operative continue to provide high quality child care that is accessible, affordable, inclusive, and sustainable for its community members.  If approved by the City of Ottawa’s Children’s Service CMSS, as a first step, Vanier Co-op will be reducing child care base fees by 25% once its new Contribution Agreement has been approved, legally tendered and signed by its Board of Directors and will issue retro-activate rebates and/or credits dated from April 1st, 2022 until December 31, 2022. 

Potential 2022 Fee Reductions:

Toddler Per Diem $65.45Current Rate/Month:  $1418.0825% Reduction: $354.52 = $1063.56
Preschool Per Diem $47.18Current Rate/Month:$1022.2325% Reduction: $255.56 = $766.68
Kindergarten Per Diem $40.00
(4 & 5 year olds)
Current Rate/Month: $800.0025% Reduction:$200.00 = $600.00

Fee reduction through the CWELCC is for children under six years old (and any child who turns six years old between January 1 and June 30 in that calendar year)], retroactive to April 1, 2022. This means that we will be providing enrolled parents/guardians with a rebate on childcare fees equal to the amount of the decrease to which you are entitled between April 1 and today’s date ( Unknown    .)

The Ontario child care fee subsidy program will also continue to be available for eligible families. As we move forward, we will continue to communicate more details to you.
